I had the same problem with Alarielle, the only think i found that worked were sabotage their war effords in order to make them lose armies vs enemies while keeping your relations high using inflience or directly declare war on them wiping away their armies fast enough to keep your relationship on a decent level.

Playing a Very Hard campaign w/ Allarielle, trying to get these stupid High Elf cucks to confederate with me and its just not happening. Furthermore, all existing units and lords of the faction you confederate with come under your banner automatically.
